When you film specific people it’s not just filming. Remember, a restaurant is not "Public" property, it’s private property. People should be able to relax and eat-without being harassed. When the manager, policeman, customer, etc. ask, tell, whatever for the camera to stop filming in this environment, stop. Go film outside. It’s ok to not understand, but that’s on you.
