Thats Sir Derek Jacobi he was impersonating, who was the narrator of a childrens tv show "In The Night Garden". Derek Jacobi was actually discovered by Lawrence Olivier through watching him perform Hamlet. He's done quite a lot in his life
I rewatch this occasionally just to hear the Hamlet joke at the end. It’s one of the funniest things I’ve ever heard. There is so much implied by it that it’s like a novel in a few dozen words.

The whole show is, and honestly, Mock the Week is probably the best comedy panel show on British TV even if it's declined in recent years. It's really worth watching especially seasons 3 - 7, those were the best.
