There is some misunderstanding what Phil was talking about with Handhelds. They are not making one. MS for the most part is a software company that support hardware made by everyone else. They do have some exceptions like the Xbox and Surface. Both of these products are not giving the return for their investment at the moment. Think more of Software for the Steam Deck and other handheld devices that give you the full Xbox experience. Full local install even. Now think of how that would grow Xbox if every Handheld could have that full experience? Ya just WOW!

Just get the rog ally or Lenovo legion go, you can play Xbox games on that portably

I don't see this viable at all for xbox. Even if they make better and more affordable hardware than steamdeck, their main competitor, I think steam OS and steam integration is actually number one reason why steamdeck is so popular. Even on PC, xbox app is a nightmare to use and years behind features that steam offers. So first they need to focus on software side of things on pc. It's also the reason why other pc handhelds didn't succeed as much - because they use windows mostly. Now someone could say it wouldn't be PC handheld, but xbox one. But then again, all xbox (console) games are on PC and steamdeck exists.
