Want to do highway roll racing with your buddies but don't want to get arrested? This is the event for you! Powercruise does a really good job of giving participants a chance to scratch the "highway style" street racing itch, by letting racers pick their opponents while driving around the road course, then roll racing on the straight away sections! I think he meant the starting roll, no? So they can roll to about 100 max and start but can still go faster than 100mph. Having an event where you have 1000+Hp cars but cant go faster than 100mph would be a bit pointless I think

Yup - I'm thinking that Mid-Ohio Sports Car Course could be a candidate for this kinda thing, it has a couple nice straights that you could make some rips on. Road America might be the ultimate track for this LOL(bit of a drive from Ohio, but would totally be worth it). VIR could probably work well too, albeit it doesn't have the straightest of straights.
