The only model that would work is the Western model, i.e. leasing the land to local private companies and then promoting the creation of manufacturing plants to process those resources locally. So far, the only model that I've observed in Africa is the sale of natural resources to foreign companies for less than pennies on a dollar.

Use their stock exchange to float an IPO, have ordinary Kenyans supply the cash, employ the people with necessary mining skills (even foreigners).

Great question. Since this is the first deposit of Cobalt to be discovered in Kenya, I doubt they have the experience to manufacture BUT I believe they can do it and learn on the job.
I still do not understand the need to hand over the mining to outsiders. I see they use children in DRC to dig up minerals under force, without using machinery. That is a very bad situation. So I wonder what is the reason they cannot use African adults to legally do it in other places without handing it over to the Chinese, for example?

The government should make sure that in any contract signed they receive no less that 60 % controling interest, 60 % gross profit (not net profit), 60 % royalties , have a review broad for all contract approvals (No one man signing off and getting paid under the table), with the funds going to employ the masses , provide free education from primary to university, free Healthcare, and build up the high end value added manufacturing and agriculture industries, along with affordable homes and better infrastructure (no expensive real estate development that only benefit the few to make them rich) while the masses are struggling. Yes, and independent audits by public interest bodies & audit firms along with governmental international audits to root out corruption and under the table deals that steal the people's wealth.

If there are no African experts who can run such an operation I would creat an Academy of mining to teach the students about mining processes. In 10 years with well educated geologists, mining engineers it could be done by local people

Problem no. 1 when it comes to minerals, is that we do not do the exploration and mining ourselves. We invite mzungu to come and do it for us. We have brilliant people but we believe that we do not have the capacity to dig holes and extract minerals. Yet we have uneducated artisans doing the same things. In Kenya we had handed over a mineral mapping project to a Chinese company. That's basically flying drones/aircraft multiple times over areas of the country, then analysing the images for possible minerals. Our president then, Uhuru, had second thoughts. The problem you see, is that whoever gets the contract can know where the minerals and present false data. Then buy the land and pretend to discover the minerals later. So Uhuru instead set up an internal team of some of the smartest Kenyans and they accomplished the job at a much lower cost. The people who sell us out are those out to eat govt tenders. They're too willing to hand out contracts to foreign companies, as long as they get a cut.

The people who own the land must be compensated by a built-in formula. If it is a community there should be 3 representatives on the special consultative committee.

Its a defineltly a good news. But at this point Africa needs more simpler resources not the rare once. Coal, Iron, Copper, Aluminumm, Titanium - where the extraction and processing is easy and it will boost industralization.... Coltan (niobium and tantalium) ore is very difficult to process and its used in most advanced electronics.... without presence of international companies would be very difficult to mine and process it...
I’m not sure you understand. The minerals have to be extracted, which costs money, something Kenya doesn’t have. They will have to borrow the money to build the infrastructure to mine the minerals. The country isn’t exactly in a good bargaining position. Plus, money can do horrible things to people, you know.
