You can tap already tapped creatures, so Suppression Ray tapped them as well (as it says "Tap ALL creatures"

@@battlemace18 That was my first thought as well, but they are right. While you can target tapped creatures with tap abilities (unless they specifically say "untapped creature", although I can't recall any cards doing so), only an untapped permanent can become tapped. Since Suppression Ray specifies that you choose creatures "tapped this way", you should not be able to put stun counters on creatures that were already tapped. You can check the rulings of this card, it specifically mentions this scenario. It's a bit of a weird rule that doesn't come up often because most spells and abilities that tap are worded in a different way. 701.21a To tap a permanent, turn it sideways from an upright position. Only untapped permanents can be tapped.
