2015 was not when California changed. California started to change in the 80s, after Reagan moved from Sacramento to DC. It accelerated each decade after. Finally, in the 2010s, it all broke over the dam, and the wheels came off the cart. For C0v1d, they doubled down, and that took everything to ludicrous levels. Some here have it wrong as well. When a Californian moves to another State, especially one like Texas or Tennessee, it is impossible for them to vote for the same stuff. Everything and everyone is way more conservative than what they left behind. It truly never occurs to many of them that votes for much more conservative Democrats, from their point of view, eventually leads to the same place. It is truly a mess and a millstone around the neck of the US.

Living and from CA, the 80s and 90s were bad - gangs, drugs, crime, streets, and cities were run down. Then, in the early 200s to 2012, it got better. People took action to get rid of crime and improve the economy, and so on. But then, in 2015, mayors like Garcetti took that growth and progress for granted and wanted to expand, grow - mass gentrification up and down the state - became very progressive in terms of taking advantage of the economy growth and booming industries and the low crime rates. However, because of that, the people also wanted more, kept asking for more programs, policies became more lenient, and it took a turn for the worse. Rising prices went up from properties because of all these gentrification, cost of goods, repairs, maintenance, advancement of technology - this led to people not being able to afford housing. To keep up, the only way was to add more taxes, add more regulation, and policies became more left leaning to meet the outcry of activists... then, the state became highly political and divisive. I will say now that many state legislators are seeing the policies enacted has not worked, as seen by recent events - a deficit, high crime rate, etc... and it's slowly turning the tide.
