I think the review of earthquake prone building legislation in NZ will further inform where the line falls between private and public risk, and where the costs of that risk fall. I have family who recently bought beachside Wellington property in full knowledge they cannot insure, and might get washed away. They accept the risk only because they can use an inland apartment as plan b. I've no time for denying the reality of temperatures and sea levels. But like with earthquake risk assessment, there are so many variables that it hurts to try and put a legal line in the proverbial sand. You will need to adapt - nature does not listen to protestations.
