So I have an axolotl and a waterdog in the same tank..so the axolotl will not change but the waterdog aka tiger salamander might not either?

Yes (probably). It is highly unlikely the axolotl will metamorphose into an adult and will likely maintain its juvenile characteristics (though there are cases where they DO metamorphose, but these are quite rare). Conversely, the tiger salamander will likely metamorphose into an adult and thus adopt a terrestrial lifestyle (again, there are rare cases where tiger salamanders don't metamorphose and retain their juvenile characteristics). Axolotl and tiger salamanders can breed with each other, this results in a hybrid which often transforms into the land stage.
