Teeth in the "out" position on the dial is "on".....teeth "toward inside the dial" position....is "off". Caution.....for the middle switch that toggles between "on /off /timer" setting....the "on" won't be "on" all the time (I'm pretty sure) ...UNLESS....all the teeth ALSO are on the "out" position. Instructions could have been a bit clearer on this.

The on/off/timer is "on" in the up position ( toward "1")...and is in the "off" position fully down (toward "0"). When "in-between" position...it operates per the timer settings.
