What a beautiful Railway. Very scenic and nicely laid out. I think there are a few Tinkerbells here in Australia.

It looks more like 5 inch to me, although perhaps the video picture has been horizontally compressed?

JasonMasters no, the Tinkerbell is 7 1/4 so I’m pretty sure that’s the gauge.

I think it is of a scale that has the track at a scale for a 2-foot gage locomotive.

I have no idea - why not to build at least 12" track on the same terrain. Yes, sleepers are more expensive as they're longer. But all other charges are the same!
