The number one is not true. I've looked into it and its not possible neither on android or iOS. On android its possible if the phone came with that feature already built-in by the manufacturer (i.e Huawei, Samsung, etc), but by default - google doesn't allow it.

No, most phones don't have the feature in there - and by default google doesn't want you to record phone calls. I have no idea why its like this, it used to be simpler previous to android 9.

Which phone? I've had multiple Android phones throughout the year and the only thing it had was transcribing existing videos. And it only worked for English videos. The iPhone has also a similar option, but it's for live narration.
