This idea of suspicion from the police has to stop , this is getting out of hand , someone standing outside a police station and they immediately characterise it as suspicion. This needs drumming out of police , you don't police crime by going out and creating it yourselves. They essentially saw someone legally standing around and turned it criminal , that's like a traffic warden giving you a ticket for stopping at the traffic lights. If they think that why not watch on cameras before acting , how about waiting to see if a crime is committed before subjecting a member of the public to handcuffs. My point is... they may suspect any of the points listed in Section 1, theft, weapons etc, BUT on what grounds? Why do they suspect the offender falls under Section 1? Know somebody nearby here that got threatened with a knife, told they was going to slit their throat and kill their dog. They know the persons car Reg, the persons address, they have several independent witnesses and even a recording of the attacker. Police response... Not enough evidence and not enough known about the attacker. stating - The suspect has not been identified (even with car reg, Photo/recording and address) No CCTV (Smart phone was out and recording) There are no witnesses (Never even asked the several people stood watching who's addresses we're also freely given by them) Case closed. Good to know the police will crack down on you walking and doing nothing illegal but will ignore the knife attacks
They can search if their ‘reasonable’ suspicions are not elevated. If you do not explain your actions, which is your right, they are then allowed to conduct a search. It’s your choice, explain/talk to them or get searched. Simples.

I had an eastern european gypsy trying to steal something from my front garden recently, gave plod description and van reg, van still driving around the neighbourhood, they wrote to me saying they'd be taking no further action (I liked the word "further" as they'd done nothing) . If I'd gone on social media and insulted the gypsy I'd probably have been arrested. I've got no idea what plod are for anymore.

A farmer in Northants told me a story about the Police moving a camp of 'travellers' into the next county, and as soon as the last caravan crossed the line they stopped, went back and dragged the Police out of their cars and gave them a flogging.. And a Policeman told me that he was the only one from his Station who would drive through the local camp which had about 500 people living there, the rest were frightened of them.
