It's a Thunderer class with 2 thrown weapons. I haven't made a build for this specific character but a very similar build video i have made in the past, it's called ZEUS BUILD V2 (version 2)!
You should see those in his vids. But the general idea is an Int focus with RW: Feather and Transmutation, using Rune Weapon, Thunderstrike and Lightning Bolt.
