I think it's not legal or illegal to pet a puffin; but I do believe that it's illegal to harass them, like chase them, net and catch them to pet them. They are awfully cute. And as cute as they are, the people in Vestmanaeyjar and elsewhere used to hunt them to eat them. Not so much now. They found out that puffins, like many wildlife, are more valuable alive than dead.
