Not the case with the El Salado Beach at Marina Vallarta (over the rocks), nor Las Estacas (no access that I know of) which is why I don't include them here. I've heard of crocodiles close to Boca de Tomates, the northernmost beach in the municipality (not well-known nor much used by tourists), not in the normal beaches people use when they are in town.
No fees, all with public access. If you arrive driving, you may end up paying for parking though. I always go via Uber or public transport to avoid the hassle.
