Personally I would've placed the Blue Electro Koopa higher on the list mostly due to how rare they are, they only appeared in 1 game (2 if you count Super Mario 3D All Stars).

For me, Bombshell Koopas were the thing back in the day. I mean, my favourite from the game were Tokotokos, Batadons and Hyoihoi (and later Moe-Eyes), but Koopa-wise they're so refreshing.
