I feel Gohan from Dragon Ball deserves an honorable mention. He has nothing on Bulma, obviously, but he has some good outfits when he wasn't copying Goku or Piccolo. It is no surprise though, that his best outfit. (his great Saiyaman suit) was a creation of Bulma's.

A stylish high school girl from the midle 80s with and outfit for any ocasion. From her part-time job as a waitress in the ABCB Cafe to her casual robe, her hawaian’s swimsuit, her winter outfits, her night live robe to go to clubs, even a wedding dress… even a boylish style when she was younger.

Not sure if these would count as anime (Pretty sure not) but I would for sure add to the list the girls from Winx Club and Totally Spies. Their closets are insane!
I could never get into Totally Spies but I really tried. I think I tried to like the show more than I've tried to like any other and it was 100% because of the outfits. I loved the fact that they were different clothes EVERY episode. It made them look more like actual people than cartoon characters. Plus they always looked really cool
Honorable mention: Komi Shouko from Komi Can't Communicate. She may be a bit normal compared to the top 10, but every outfit she wears fits well with her natural looks. My personal favorite look is her summmer casual chosen by Tadano. Such a simple look fitd her the most.

I read Rama 1/2 Meaning I haven’t seen anyone in color other than the one time I watch the movie. I would’ve picked Shampoo she is a important enough character that she’s in a lot of cover arts. I have an antique store near me selling comic books for a dollar. I have a lot of Rama 1/2 Comic version. Now I originally read it from my public library. I don’t recommend collecting the comic because it is both volume number and number of. Meaning something like Ranma1/2 volume 10 part 12. I want to organize this but it’s so difficult

No mention of the oldest sister from Cats eye I always thought her style to be elegant and stylish . Also the most elegant Sailor moon characters are either Michiro (Sailor Neptune) , Setsuna (Sailor Pluton) or Kaorinite/Kaolinite depends who translates the titles with her red hair , skin complexion like she didn't see the sun from the day she was born, red mini skirt to match the hair and red high heels to match the hair and skirt (probably also red panties but no bra given how much cleavage she is showing)
The episode where Goku and Piccolo drove cars was a non-canon filler episode right? Could Goku drive race cars and dirt bikes ? I guess it doesn’t matter when the guy has a flying cloud, can later on fly and has an Instant transmission
