They may simply be patrol boats. This video shows landlocked Bolivia having 170 “warships”. All Bolivia actually has are small watercraft to patrol their lakes and rivers.

For ex: We have a very large number of Fast Attack Crafts made in both Israel and Sri Lanka, the count of which would make us a larger Navy than the French Navy. But when it comes to blue water capabilities, firepower and advanced technology, if we ever encounter the French Navy, the consequences would be better left unsaid. In the context of the military, the sheer superiority of numbers doesn`t really add up to anything. If you ask me, North Korea`s active service personnel and their militia are almost 5 times larger than the entire military machine of the United States, but in a conventional confrontation, they`d be sitting ducks to a virtually unseen, far advanced, stealth enemy. Nobody would call them a superpower.

A hugely misleading video. Most of the countries featured in this video do not have actual warships, i.e, frigates, carriers, destroyers, minesweepers, etc. For example, Finland looks mightily impressive with 246 assets, but less so when you discover that the majority (196) are landing craft. Most navies featured in this video operate rigid inflatable boats, not warships. Also, why are landlocked countries featured? The fact that they're landlocked removes any possibility of a navy...
Muchos de los "buques" de cada país no son de guerra, algunos son remolcadores, de transporte, logístico, etc..y no son armados, incluso contaron embarcaciones pequeñas de fibra de vidrio y esos no son buques
Todos los buques que cuenta una marina de guerra en su inventario, ya sea logístico, patrullero, remolcadores, tienen la configuración de barco de guerra. Todos son funcionales a una mecánica de guerra, incluso en una guerra moderna, los patrulleros y los buques logísticos son objetivos prioritarios, ya que el patrullero proporciona información táctica del enemigo, y los buques logísticos llevan víveres, combustibles, insumos de salud, municiones.
