Our first online meeting of the 22/23 season is here. Hosted by Officials Institute Chairman of the Board, Joshua Schroeder and originally aired on July, 15, 2022. The meeting topic is Traveling, specifically focusing on the spin move, eurostep and jump stop. The Officials Institute holds these meetings every month for educating basketball officials on how to see and rule on plays properly. The Officials Institute believes that watching and discussing videos, such as these traveling situations, in a group helps build confidence in understanding how rules should be applied and using this format creates opportunity to receive instant feedback from other officials. Being able to ask questions while analyzing a play is invaluable to learning and relearning what we already know or think we know about a rule. This method also allows us to learn together by continually discussing the rules as they are written but exploring alternative philosophies such as a common sense approach and using and applying rules as they are intended. All videos shown are actual high school basketball videos.
The video of this online meeting includes 13 different video clips, all revolve around the topic of traveling, AND ending with a bonus clip involving continuous motion.
(1) - 2:49 - Classic spin move with the officials calling a traveling with a breakdown of what to look for when ruling on the spin move.
(2) - 6:41 - Spin move to the basket but instead of a travel there is a foul called. But which happened first?
(3) - 14:59 - Another foul called during a spin move to the basket. What is right?
(4) - 21:14 - Jump stop with no whistle by the officials. Was this a legal move? Where was the pivot foot?
(5) - 23:14 - No call on this play, with the offensive player receiving a pass, with a lot of foot movement, and then dribbling into a foul call.
(6) - 26:40 - Another no call. Where were the feet when the dribbler caught the ball?
(7) - 28:53 - Jump stop into several defender to attempt a shot with the official calling a travel.
(8) - 30:25 - Pass received while moving, and a travel called because the player hopped and jump bit. The play looked awkward but was it traveling?
(9) - 35:24 - Was this a jump stop or a jump from one foot to another?
(10) - 38:23 - Eurostep called for traveling. Watch it slowly and find the pivot foot.
(11) - 40:15 - Another eurostep executed this time with no whistle.
(12) - 41:28 - Same game. Same player. Same eurostep. Other end.
(13) - 45:00 - Last eurostep clip executed perfectly.
BONUS CLIP
- 47:23 - An offensive player is shooting the ball but before the ball leaves the hands, a defender fouls the shooters teammate away from the ball. The ball goes through the basket. How should this be handled? Did the officials get it right?
Watching video clips is a good way to stay connected to the skill of officiating basketball but education and learning can more effectively be attained doing it in a group with some direction from a key speaker. Remembering specific rules and application of those rules is easier when visual aids are used to present in a way that is easy to listen to and understand.
The Officials Institute, and their monthly video review meetings, create a fun environment that allows participants to speak up and voice their opinions on plays without negative retribution or rebuttals. Everyone's opinion is worth something and adds to the overall learning experience that everyone should strive for, regardless of years of experience. Breaking down film in slow motion and freeze frames helps to "retrain our brain" so when we see the same plays in real time we are in a better position mentally to get the call right.

This appears to be the best answer that I found on an officiating forum: "99% of people associated with basketball can't state the rules for traveling. They can only tell it doesn't look right. Which is not good. I played bball for years and in college and had no idea the actual rules for traveling "only that it looks like a travel " I had to read the rules over and over for it to make sense. Who ever wrote them was very smart, at first I thought "this can't be right" The hardest thing to grasp is : 1. catching a dribble, the dribble ends when you catch the ball (i.e. gather or control) 2) when one foot is on floor and you catch dribble the foot on the floor is not the pivot until the other foot touches in step ( does that make clear sense) 3) if you catch a dribble with one foot on floor you can jump off of that foot and land on 2 simultneously there is no pivot Art. 3. A player who catches the ball while moving or dribbling may stop and establish a pivot foot as follows: a. When both feet are off the playing court and the player lands: 1. Simultaneously on both feet, either may be the pivot foot; 2. On one foot followed by the other, the first foot to touch shall be the pivot foot; 3. On one foot, the player may jump off that foot and simultaneously land on both; neither foot can be the pivot foot. b. When one foot is on the playing court: 1. That foot shall be the pivot foot when the other foot touches in a step; 2. The player may jump off that foot and simultaneously land on both; neither foot can then be the pivot foot."

@@OfficialsInstitute If you agree with what was previously stated by the guy ☝️. Then the spin move in the first play is not a travel when you catch the ball with 1 foot on the ground. The next step is your pivot not the foot that’s already on the ground.

Having played and refereed using NFHS in high school, then playing and refereeing using FIBA from university onward, it will be a good day when NFHS allows a little more freedom in this area. For reference, here is a video that does a good job of showing the "zero" or "gather" step changes made in 2018.

It is my understanding that if you drop lift the pivot and then drop it the ball has to be released either as a shot or a pass, otherwise it is traveling

what I find more annoying is that players spin into contact a defender in legal guard to get the bump off and gain advantage and still travel lifting the pivot and putting it back down and then still get a bucket and foul call , effectively spinning through the defender rather than spinning laterally to the side to get open for a jumpshot or diagonally for the layup

I think when the rule saids that if you have a jump stop and BOTH feet are going to touch the floor before the try for goal or pass is attempted they must land together.....but if you jump off of one and land on the other without bringing the pivot foot to the floor, that might not be classified as "jump stop"and would be legal.

Hey coach I have 2 questions. 1st: The kick out leg or balance leg you may have seen Kobe or michael jordan do a fadeaway, they kick out their their right leg while jumping away from the basket. Now if the leg touches the player trying to contest the shot, is it a offensive foul? 2nd: the live dribble spin move. Let's just say a player does a spin move, spinning 180 degrees. Without one hand and their hand stays over the top of the ball while continuing the dribble after. That isn't travel right, because you can take as many steps as long as the dribble is live?

The NFHS doesn’t specifically address the kick out like the NBA or the NCAA. Each play needs to be evaluated and ruled on each individualized merit. As long as the hand stays on top of the ball and the player is not holding the ball this play would also be legal.

At in-town developmental levels we don’t call travel every play because they travel every play. Travel teams and AAU youth should all be called.

Euro step is actually 1,2 after the ball is held. According to this, all euro steps are travels?

True, but a euro step in its pure form applies in the European rules of FIBA which allows for a gather step. What is seen at the high school level is not a true eurostep but a close simulation of one.

the play where the player in gold #1 jumps off his pivot foot lands on his non pivot foot and then jumps for a shot without bringing his pivot foot back to floor seems to be a legal play to me. We all know that you can lift your pivot foot up and as long as it does not touch floor before you shoot or pass . Is it traveling because it is a jump stop???

technically the NFHS rules book makes no reference to a "jump stop." This is simply what the basketball community has referred the rule to mean. But the rule is very specific in this instance that if a moving player catches the ball with one foot on the floor, they are allowed to jump off that foot and land on both simultaneously. It does not say land on the other foot, but both feet simultaneously. But to be fair, it doesn't say a player can't either so there is room for interpretation I suppose. Wish we had more concrete of a response but that's the best we can do with what we're given.

There was an error in your explanation of the situation at 35:55, as well as in your previous video on traveling looking at a similar play. Both plays there were legal. ART 2 covers all three cases (zero, one, or two feet on the floor when you hold the ball) and tell how a pivot foot can be established. 2(b).2 talks about a special case where a player can jump off one foot that is already on the floor and land on both feet simultaneously, which is called the “jump stop” in the basketball community. ART 3 and 4 then go on to tell what you are NOT allowed to do. In order for it to be a violation, the player must infringe one of these prohibitions directly. So when a player catches the ball with one foot on the floor: -Has pivot foot been established yet? No. -How can a pivot foot be determined? Two cases. -When the other foot touches the floor in a step, it becomes the pivot foot. -If the player jumps off that foot and lands on both feet simultaneously, there’s no pivot foot. He jumped and landed on the other foot. Has a pivot foot been determined? Yes, it is the first foot (which is now off the floor). The rules do not say that the pivot foot can’t be established while it’s off the floor. He can still pass or shoot before his first foot lands again. Therefore, legal.

Because the pivot may be lifted but not returned to the floor while holding the ball. So understanding when the player catches/holds the ball after the dribble will help to determine which foot is a pivot foot.

Fiba rules it’s probably legal. Even in NFHS, it’s really difficult to tell in real time and therefore allowed most of the time.

Your rules are obviously different to FIBA rules. You didn’t differentiate between travelling from stationary or while moving, in FIBA there is distinction.

FIBA allows for more movement to my understanding, which is limited. You are right. There is a difference between a moving player and a stationary player. We didn’t not bring it up intentionally, however when taking about these types of plays, usually, the player is moving/dribbling which is why that was the focus. Thanks for your comments.

There is a travel call-up and down. Meaning at no point while in possession of the ball can you leave your feet and come back down with ball in your hands.

Legal - just like a legal layup, his pivot foot never returned to the floor. It looks similar to a euro step.

When he gather on the exact moment the right foot is planted on the floor it is very awkward if he make his shot from that gather( off right foot). If he land on the same foot(his right foot) it would be clearly look like a jump. And even if he land on both feet simultaneously it would still look like a jump because because he use both feet to absorb the impact from the jump and it would clearly look a travel because he use both feet so that will be 2 step after he gather the ball and considering the distance the player covered after landing with both feet. He can not just not always land both feet even if it is simultaneously parallel and close to each other because of the momentum. My point is if I am the referee I will consider that left foot step for the player to collect himself. Weather it gliding , hoping, jumping, running or walking step for is only one step for the player to perform the shooting technique so not to ruin the art of basket ball because I can not think of a single shooting fundamental a player can do off that right foot gather with out planting the other feet and if the player just invented an advance shooting from that situation, the coach will surely not happy. That was only 1 extra step and not nba 2 extra step. More power.

@@OfficialsInstitute Rule 4, Section 44: "ART. 2 . . . A player who catches the ball while moving or dribbling may stop and establish a pivot foot as follows: . . . b. If one foot is on the floor: 1. It is the pivot *when the other foot touches in a step."* "ART. 3 . . . *After coming to a stop and [after] establishing a pivot foot:* . . . b. If the player jumps, neither foot may be returned to the floor before the ball is released on a pass or try for goal." I may be overthinking this, but it appears to me, from the above two rules excerpts, that 1. the foot on the floor does not become the pivot foot until the other foot touches the floor, and 2. Art 3b does not apply until after the pivot foot has been established. Accordingly, I don't believe that clip could have been a travel because his right foot did not become his pivot foot until it was already *off* the floor (at the time his left foot touches).
