I saw the sign about Visa fees and a queue, which prompted me to do some reading about how visitors from Nordic countries like Finland could get required permits to visit Nepal for various reasons. It seemed simple, initially. But there where details which made me unsure about my understanding. Not having an embassy nearby adds complications, if the tourist visa on arrival isn't exactly useful for you. This was a good reminder for me of the possibility that similarly the Finnish or EU permit system can also look confusing in some details for someone, who isn't familiar with it and starts to question her or his own understanding of the instructions.
