Not too far off. When I first applied for a Canadian passport, I was I did not exist. This was good and bad news. The good news was, how can a non existent person pay taxes so I stopped paying taxes ? The bad news was that I got a temporary passport good for six months while the Canadian government tried to find out if I existed... when I punched the passport officer in the face, he then agreed that I must exist because of his black eye and the concussion on his CT scan.
It's satire -- a joke... They are criticizing it, not praising it. They're pointing out the ridiculousness of it all... they themselves are not the ridiculous ones, per se, though seeming to be. (Y)
