Request to change judges, other delay tactics, this can go 10 plus years with good lawyers . Trump can even countersue. Any involved photos must be proven the espionage intent and intentions and the involved country.

This is not a good idea. The Executive is responsible for implementing and enforcing the laws that Congress passes. Concept of separation of powers. Better safeguards would be limits on the numbers of pardons a President can issue in a given year and/or clarify he/she cannot pardon him/herself.
