If you look closely the Street Barricades have "SF PD" on them. Combine them with the steep hills and the trolly cars from stage 1 and I'd say this game was set in San Francisco

I'm not entirely certain, but Pepsiman looks a lot like a re-coloured version of Spider Man's PS1 model, even some of the animations look the same
