Only way the home office is going to issue a licence is if you have a extremely high secure facility. Basically like a prison. In short you'd need a massive amount of money to meet requirements. Basically the tory millionaires are going to enter this market. I've spoken with the owner of a light company who deals with the medical scene in the UK who has told me this. Shame really
