Edgar, Charmed Groom would honestly be pretty great in the 99 of this deck because it boosts the vampires you cast and makes more should someone want to get rid of if.
Static effects of Rhystic study and Esper Sentinel stacks on everyone's turns, you may decide to pay four if you think you drew enough during your opponents end steps, pay 4 life, get some tokens. Wheels, pay 4 life, tokens, x spell, pay 4 life, x tokens. Such a sweet commander!
In regards to the psychosis crawler, the rule that causes a creature with zero toughness to die is called a state based action. They are effects that are checked directly before someone would gain priority(have the option to cast an instant). At the moment where psychosis crawler has no toughness, nobody has priority and can cast spells.. if there was priority, you would be able to cast the spell after the opponent had discarded their hand and before they draw. Long and short of it, there are times where toughness is "checked" and the middle of a wheel is not one of those times.
Seems good in the 99 of Raffine just for that last ability. By the time you can play this card Raffine is usually conniving for more than 4 and each token that survives can connive even more on the following turn

Because the wheel spell must finish resolving completely before state based actions are checked psychosis crawler lives through a wheel well as long as you end with cards in your hand at resolution. The game checks for state-based actions every time a player would get priority. If state-based actions are performed, the game repeats this process until no further state-based actions are performed before the player actually gets priority.
I'd recommend Sword Coast Sailor and Agent of the Shadow Thieves to protect your commander when it attacks, to ensure you can keep attacking every turn. Absolutely essential for any blue or black commander with an attack trigger you want to use multiple times.
with all that Wheels I would consider Toluz, Clever Conductor since she stores all your discarded cards for you so you can get them back by sacrificing her to the altar and maybe instead of sheoldred if you don´t have the budget for it use Queza Augur of Agonies instead since it´s basicly the same effect but just 1 Life you gain and target opponent looses one life
I feel like this has even more potential with black blue zombies and both sheoldreds could add crazy value to this deck. Laboratory maniac could also be another win con for this deck if u self mill
I'd honestly day just discard. With black there is a lot of cards that love when you discard and with white and blue shuffling graveyard into library is stupid easy.
I really do like the flavour they put on a lot of these new cards, but damn if this is the level of power we are seeing going forward, I can only imagine what kind of cards we will start seeing withing the next year or two.
Don't forget Alhammarret's Archive, turns any cheap cantripy spells into big gains and the token lifegain gets doubled so never at risk of dying by damage really
I want to say you pay 4 life to activate the ability as cost, which then triggers Vilis. Vilis resolves and draws 4, and you'll then resolve E&A, making X+4 where X is the amount you drew before Vilis.
I'm shocked you didn't mention Curiosity Crafter. Whenever a creature token you control deals combat damage to a player, draw a card. And lord knows you're making a buttload of tokens, then those tokens hitting draws you cards...which makes even more tokens

I have an Azor deck and I think this is not as good. His ETB prevented removal making it better than ward and his card draw just gains you life directly.
