Padding - when enode b sends data. First it segmented by mac ...like if data is in limit to send in one rb than there is no need of padding but if it is too less to send than network add dumy bits in the end of mac pdu to make it complete pdu......pls correct me if I'm wrong

answer to why padding, for DL it might be due to eNB scheduler allocating unnecessary resources but actually no data available when actually to be sent ... for UL unnecessary(more then required to sent data ) grant received but no data to be sent to eNB....
