ZUN (the Japanese creator of Tohou actually likes Undertale). Toby Fox actually went to Japan and met with ZUN and drank beers, even speaking about Tohou and Undertale. ZUN himself actually told Toby that he actually likes Tobys game and his favourite track is "Battle against a true hero".
