This dude is legendary he managed to beat sans with just 1 hit and no saving which means it was his first try. He did take damage at the hand-swinging final part but that’s unavoidable so it dosent count. He’s one of the only ones who survived with 19 HP instead of 1HP. good work dude.

17:08 That's true. LV17 is the highest you can be in a Neutral run. It's impossible to be LV18 under any circumstances (you can get close, but there's simply not enough EXP in the game), and LV19/LV20 are exclusive to Genocide.
