Unlocking the Left-Handed Horizontal Puff Stitch 

This reversible pattern features a horizontal puff stitch, and is easy to learn as it is only a two row repeat. Works in any yarn and appropriate hook.
Special Stitch - Horizontal Puff St - (yo, insert hook where specified, yo, draw up a loop) 3 times, yo, draw through 7 loops on hook.
Chain a multiple of 7 + 8
Set-up Row: Dc in 4th ch from hook and in each of next 3 ch, *sk 1 ch, V-st in next ch, sk 1 ch, dc in each of next 4 ch. Rep from *, dc in last ch. Ch-3 turn.
Row 1: Dc in each of next 3, dc, horizontal puff st between first and 2nd dc of row, *V-st in ch-1 sp of next V-st, sk 2nd dc of V-st, dc in each of next 3 dc, horizontal puff st betweem 2nd dc of V-st and first dc of those three. Rep from * across, dc in last dc. Ch 3, turn.
Row 2: Dc in each of next 4 sts (3 dc + puff st), *V-st in ch-1 sp of next V-st, dc in each of next 4 sts. Rep from * to end, dc in last st. Ch 3, turn.
Rep Rows 1 - 2 for pattern.
