The 3rd Gen Kohler Dexter has been around since 1982/1983 and was made up until around 1999. This is an interesting redesign, but compared to the prior gen, something lacks. Let's take a look at this urinal.
These have all you could ask for from a urinal, they even work better than previous generations from what I've seen. The one you found obviously isn't flushing correctly which is likely due to a clogged siphon jet.
This one is a 4th Generation. The 4th Generation and 3rd Generation are nearly identical. However, the 4th Gen is 1.0 gpf versus 1.5 gpf for the 3rd Gen. Additionally, the trapway is slightly more rectangular (wider) on the 4th Gen than it is on the 3rd Gen. In terms of the exterior, the front of the bowl is slightly smaller on the 4th Gen than it is on the 3rd Gen. I especially like the 4th Gen as that's what I grew up with, though admittedly the 3rd Gen does have a more powerful flush.

You will also notice that the top rim jets are easier to see on the 3rd Gen compared to the 4th Gen when looking up. I previously had a 1997 Kohler Dexter (4th Gen) in my collection and it actually siphons pretty fast and pretty easily under normal circumstances despite the lackluster performance seen in some installations.
