What is the point of going to all that trouble to draft a resolution, discuss it and vote on it if it's non-binding... Mr Kirby is either ignorant or a liar. Security Council resolutions are binding under international law, although legal experts say they are open to interpretation, hard to enforce, and routinely ignored. Others say it's up to the UN member countries to enforce resolutions. It's very poor form to state that an agreed UN Resolution "doesn't change anything". How does the world take the US seriously in future if this is their attitude?

Israel is not expected to abide by the resolution's call for an immediate ceasefire and Hamas is not expected to follow the demand for an immediate and unconditional release of the 134 hostages, though only the former is a party to the UN charter and failure to abide by its resolutions could lead to calls for sanctions. The US allowed it to pass because it basically means nothing. If it included any type of enforcement mechanism, they would have vetoed it in a second. America would never allow a foreign military or peacekeeping force on Israeli soil. Israel hasn’t followed any of the UNSC resolutions since the 1948 one, because the U.S. will veto any sanctions on them.
