@@Lol81913 it's encrypted with a one use pad, only the man receiving it knows what it means, and the reason short wave radio is used for military and angencies id because there is no way of finding out who it goes to. nobody knows who recieves this or what it means, we can literally only just listen.
dumb question; but has there even been an event that could be linked back to it being called out on UVB? like the message says something and then later on a thing happened that could be linked back to it. obviously if it was we would be able to decrypt what they're saying.

Call signs. Of course there is no conclusive proof of what they are, but most likely would be that every person that’s supposed to receive these messages is listening out for his/her own call sign, and noting down the message that was meant for them.
