Smith said he tried to alert the authorities for three to four minutes, but thought they probably could not see the gunman because of the slope of the roof. “Why is there not Secret Service on all of these roofs here?” he asked. “This is not a big place. It’s a security failure, 100% security failure.”

It's the former. The way you phrased it makes it seem like you are saying that there is no way that the local police and secret service could be that incompetent. But the simplest explanation is that they were in fact kinda incompetent. Arcams razor. And consider this: If someone as powerful as the US president wanted to assasinate someone, why would they choose a 20-year old random dude who has terrible aim? If you look closely and slow down the video, the suspicious woman in the back smiled after the first shot but soon changed probably realizing it wasn't a fatal hit. I think she was there to confirm his death. Not to mention she "adjusted" her sunglasses seconds before the shots.

How was able to access a roof that close to the rally? How is possible to enter the staging area within the security cordon whilst carrying a rifle? Secret service is not the only protective measure so it is likely the attempt would not have been successful. Also there's no way to fully blanket cover an outdoor area with the limited team of secret service and other law available to cover a huge outdoor area.

@@eldonmcgee8062 Yeah I saw her too. Either she didn't fully realize the threat or she doesn't have the innate fear response to tell her that she is in danger. It's not everyday someone experiences shootings so I would expect some part of her response to question if she should take cover. Beyond that, I do question even with the limited security resources a presidential candidate, or former president has, how did they so easily overlook such a large and obvious gap in security for someone to so easily breach? Also why are there people saying they alerted police a good 4 minutes before the first shot and yet there didn't appear to be any physical response to the alert of danger. To some degree, this guy was successful in his efforts. I only know that if this were a president or head of state from another country, he would not have gotten that close.
