Two former war-makers in Vietnam have met for the first time 20 years after the end of hostilities.
Former US Defence Secretary Robert McNamara and General Vo Nguyen Giap, Vietnam's chief strategist during the war against the United States, met in the Vietnamese capital Hanoi.
The two former foes talked about the war and pledged their friendship.
Only a few years ago former U-S Secretary of Defence and mastermind of the war against Vietnam, Robert McNamara, wrote a book in which he described the conflict as a mistake.
Today he met his old foe, Vietnam's chief strategist during the war years General Vo Nguyen Giap, for the first time.
Old emotions flickered as they talked and although McNamara had said the purpose of his visit was not to rehash history, he could not resist asking General Giap what really happened in the Tonkin Gulf on August 4, 1964.
A dubious report of a North Vietnamese attack in the Gulf was used by President Johnson to obtain congressional support for widening the war and the U-S was propelled deeper into the conflict.
McNamara told Giap he still didn't know what had happened in the gulf, but he believed the US had made a serious misjudgment.
Giap told McNamara there had been no attack.
The General described the U-S fear that Southeast Asia could fall to Communism as an illusion, but added that "some people, even the brightest ones, believe in such illusions."
As Secretary of Defence from 1961 to 1968 under Presidents Kennedy and Johnson, McNamara was an early and enthusiastic supporter of U-S military backing of South Vietnam against the Communist North.
His enthusiasm caused many to nickname the conflict "McNamara's War."
The now retired Giap was Vietnam's chief strategist in the wars against France and the United States and is widely regarded as one of the world's most successful living generals.
Early in the hour-long meeting Giap told McNamara he hoped he would remain a friend of Vietnam, to which McNamara agreed he would.
McNamara arrived in Hanoi on Tuesday as part of a delegation from the New York-based Council on Foreign Relations which is planning a conference of top Vietnam War decision-makers from both sides next year.
The council says the conference could be an opportunity to share material from each other's archives and set historical records straight.
McNamara told Giap the conference could help 'ensure that our nations and other nations learn how to avoid such conflicts in the future."

What's been extraordinarily interesting to me... they're as interested as I am. How did the war occur? Could it have been prevented? Were there opportunities to terminate the conflict?

Before the meeting, McNamara took a walk around a downtown Hanoi park, although none of the locals doing their early morning exercises appeared to recognise the man who once planned the bombing raids which laid parts of their country to waste.
The Council on Foreign Relations invited Giap and Vietnam's Vice President Nguyen Thi Binh to visit the United States. Both said they would consider the offer.

Using manpower as waste can hardly be considered the basis for "great" military strategy. Had the US military not been held back by the politicians, it would not have worked out for him. So his only saving graces, are his absolute disregard for human life, continuous backing from the Chinese Communists and that the Americans did not commit to total war. One of the Greatest military strategists you say? What a joke. If you had said one of the the most ruthless military strategist, you'de be right. He was in a war of attrition and the only thing I managed to do was to take many times over the casualties his opponent took, and somehow keep finding replacements. No american general would have been left in command with the losses in manpower he kept taking.

@@stijnvandamme76 Ok, General Westmorland. Such a Western perspective. If you open your head it can't be difficult to see that things are a bit different when you're fighting for your independence. They would have fought to the last man. Such hubris. We could have killed every last one of them and it wouldn't have changed anything. The Vietnamese people were genetic revolutionaries who had been fighting colonialism for centuries.

even if that was Napoleon invading Việt Nam, he would still get defeated. It's not that Việt Nam only has 1 grand general Võ Nguyên Giáp. Look at the history, the King Ngô Quyền defeated Southern Han's invasion in 938, Lý Thường Kiệt defeatd Song's invasion in 1077, Trần Hưng Đạo three times destroyed the invasion of the Mongol imperial, Emperor Quang Trung defeated the invasion of Qing in 1789. Vietnamese is truly a nation of great military commanders

McNamara talked like he was running out of time, like he was rushing to find the answers so that he could leave on time or something. But General Giap was continuingly looking at his watch. He was the one who’s running out of patience. I don’t know who set up the meeting but both looked uncomfortable to talk to each other

There’s a lot of things in your statement that are completely incorrect. First of all, it wasn’t just against Vietnam. As America helped and provided weapons to the afghans against the Russians, the Russians and Chinese provided materials for the Vietnamese. Most of the materials that they had. So it wasn’t just against Vietnamese. They received a tremendous amount of help, weapons, and training from others. Also, you have to give Americans credit for protesting the government when we know that we are wrong. The Nazi’s did not protest Hitler. The Japanese did not protest their government when they were invading all of Asia. We are noble and correct to question and protest our government when we know that we are wrong. Whatever country you’re from, I’m sure they are perfect and they have never ever ever ever ever made a mistake. And it is not true that we couldn’t accept it. We have excepted it. Americans and the Vietnamese have moved on. Maybe you can too. We are allies now with a good relationship and trade partners. It is not America or Vietnam that needs to get over it. It is people like you and your stupid ass that need to get over it.

That's not entirely correct. North Vietnam was being supplied weapons by China and the Soviet Union so America didn't lose to Vietnam only but to Vietnam and China and the USSR in a sense. America could have kept South Vietnam as a capitalist country for as long as they were willing to keep fighting there. Eventually the US Congress and the American public wanted America out of Vietnam. Maybe Nixon wanted the troops out or maybe he started reducing them for political reasons. The Congress could have approved the military aid package Nixon through Kissinger promised and maybe it would have kept South Vietnam under the control of The South Vietnamese Government if the Congress had supported air support or maybe South Vietnam would have needed more money and maybe even some US troops back. Vietnam did win but America could have stopped them winning but it would have meant the war going on for heaven knows how long and the Congress and most of the American people wanted the war to end and to stop US involvement. In terms of not achieving their objectives America lost obviously. They lost soldiers and money and credibility. People can back maimed and with terrible memories so yes America lost. It wasn't the US that lost militarily against North Vietnam. It was South Vietnam who lost militarily against North Vietnam. And Vietnam did lose in a sense because communism was terrible. Things have been far better in Vietnam for a long time but things were very very back for quite a few years until The Communist Party accepted that market reforms were needed. I'm not trying to be disrespectful to Vietnam because it was terrible what they went through but in terms of the cost suffered by the Vietnamese vs the cost suffered by America it was Vietnam that was hurt far more on the whole. If you compare economic and social damage and death and injury and you compare the cost America suffered (which was still very high) and compare it to what happened to The Vietnamese then it's clear who won in that sense but obviously that wasn't the point. The whole thing was awful but you won't get too far mocking America for losing. It's such an awful shame it all happened though 😞

@@patricianoftheplebs6015 True. The problem was how long would the war have gone on for though? According to the communists they never would have stopped fighting. The US military could have kept fighting as well and probably still using conscripts as well (or having to offer huge amounts of pay to fight) but would it be worth a war that went on for another 20 years for example? They couldn't take over the North because the risk of China sending down troops was too high and they didn't want to wipe out everyone with bombs in the North (which is the only way to stop fighters coming down). Maybe if they had given the South all the money and equipment that had been promised the South could have held them off (they should have done that) but the downside is it would have kept the war going on for heaven knows how long. Had the South captured the North then China probably would have got involved and then the South Vietnamese forces would have at best just been keeping the North from capturing the South. It was a horrible situation and rightly or wrongly I guess the Congress didn't want a stalemate going on indefinetely with all the destruction. It was terrible the communists won and put so many people in those Re-education camps and sent people to work in the countryside and took away people's businesses. The South would have been brutal with their reprisals if they had won as well though. Most of the people in Vietnam who were prepared to fight fought on the side of the North and whilst there were lots fighting for the South there were far fewer and lots of the weapsons were being sold to people in the North and there was money going to pay for soldiers who weren't even fighting ie ghost soldiers.

Mcnamara threw two ugly temper tantrums leading up to the meeting. One was at the hotel, in front of dozens of people and cameras, and one immediately before the meeting, right in front of Giap. The videos showing those temper tantrums have been deleted. Giap showed his displeasure by looking at his watch, as if to say that your bad behavior has de-legitimized our invitation for you to be here; you are no longer welcome. Also, very interestingly, there is a longer video of this meeting, during which Mcnamara introduced his entourage, which included distinguished people, e.g., an American mulitple-star General. Giap interrupted Mcnamara mid-sentence and said "yes, I know who (the general) is..." The Vietnamese interpreter was really bad, and he said something else in english, which made Mcnamara think that Giap told him there is no need to continue with introducing the entire team. Last but not least, in the longer video, Giap, after looking at his watch multiple times, said that he needed to cut the meeting short because he has another appointment. Think about it, another appointment? LOL!!

@@dickiesdocos It was weird. You'd have to watch the videos to understand what happened. Those videos have been deleted. There was a Vietnamese-American film maker (Tianna something), who accosted Mcnamara and asked him some questions about controversial American actions in Vietnam. As a seasoned politician, he would have heard those exact same questions hundreds of times before. It was very surprising that he got that enraged... it was surprising that he had that little control over his emotions. My guess is that he was going through early-stage Alzheimer's, one symptom of which is the loss of anger management ability.

Love and respect to General Giap. The Untold Story of Vietnam War Project 100,000. Robert McNamara created a program called Project 100,000. The program lowered the requirements to enlist for certain men and women, including those with mental or physical disabilities. But the program failed horribly as many recruits that took part were noted as being mentally-deficient to the point that some couldn't even tell-their left from their right. Many required a babysitter, another enlisted man to tend to them, tie their shoes, make their beds and clean their uniforms. Over 400,000 men were enlisted through the program with around 5,400 killed and 20,000 wounded in action. The program was nicknamed - McNamara's Folly, Misfits or Morons. In the movie FORREST GUMP: The question of how Gump can enlist into the Army with a 75IQ-and physical disabilities is answered with a real - life military plan set during the Vietnam War.

Tướng Giáp vốn dĩ rất lịch thiệp và hòa hiếu đúng bản sắc người Việt. Có người nhìn vào khoảnh khắc Tướng Giáp không thèm chú tâm câu dịch sang tiếng Việt từ phía Robert McNamara, người ta có thể nghĩ Tướng Giáp thiếu lịch sự. Nhưng nếu hiểu rõ con người của tay Robert McNamra như Tướng Giáp hiểu về hắn, chắc chắn ai cũng biết hành động đó là xứng đáng dành cho hắn. Vì đến tận giây phút trong video, hắn vẫn coi khinh người VN ta, tỏ ra cay cú trong thâm sâu mà không dám thể hiện ra mặt. Very awkward meeting. The seating arrangement was uncomfortable and inconducive to effective communication. Giap was way too small for the huge chair. Giap kept looking at this watch while Mcnamara talked, apparently to express his displeasure at how McNamara had misbehaved and threw a temper tantrum at a reporter right before the meeting. I was very uncomfortable with how Mcnamara kept leaning over and pointing with his long index finger. Not only is this a no-no in Asia, but specifically, he should not have been doing this given the history of violence between the 2 countries. In fact, McNamara's jittery behavior throughout the visit looks as though he's on some sort to medication-- some sort of stimulant. I'm sure both sides regretted the meeting.

The gist of my comment was that this turned out to be a very unproductive, awkward, and downright embarrassing meeting. I simply used the word "regret" as a figure of speech. The bigger issue revolves around the fact that McNamara requested a friendly meeting based on goodwill, and then proceed to misbehave in ways that were contrary to basic principles of friendship, goodwill, and human decency.

At the end General Giap talked in french with journalists, despite the fact french must represent for him with the colonisation, Indochina war and the torture of his father by the french army some painful moments he always had a different attitude with french people compare to the american in interview, more sympathic.

Language is just language, it does not represent any government or institution. General Giap learned French during his childhood so he used it as one of his languages, which is understandable.

Tại sao lại phải xây, VN lúc đó còn nghèo. Không thể lãng phí tiền bạc của nhân dân, trong khi Dinh toà quyền Đông Dương là một toà dinh thự rất đẹp về kiến trúc và có ý nghĩa lịch sự to lớn. Toà nhà này từng là nơi chính quyền thực dân Pháp đưa ra nhiều yêu sách áp đặt lên nhân dân Việt Nam và cũng chính toà nhà này, người Việt Nam đã tiếp quản và làm chủ nền độc lập của mình.

You'd have to watch the videos to understand what happened. Those videos have been deleted. There was a Vietnamese-American film maker, who accosted Mcnamara and asked him some questions about controversial American actions in Vietnam. As a seasoned politician, he would have heard those exact same questions hundreds of times before. It was very surprising that he got that enraged... it was surprising that he had that little control over his emotions. Besides, Mcnamara pointed his index finger at the opposite person while talking. This is rude and disrespectful gesture in Vietnam.

Dung Nguyen, It's because the US had absolute advantage in firepower and mobility so it shouldn't lose that many men you idiot! The North lost 4/10 men by accidents and illnesses traveling through 1000 miles of jungle. It's actually very hard to find and kill NVAs and VCs. If you look it up, the total casualties (deaths and wounded) of both side (NVAs+VCs vs US + Saigon troops) are about the same which is amazing considering the absolute advantage the US side had. The number of deaths is greater on the NVAs + VCs' side because they didn't have good medical supports like the other side.
