There is no issue of customs for the items we had bought. You might need to check for electronics though. iPhones are the second cheapest in Vietnam after US.

Not sure on the quantity. We bought a couple of pairs of shoes only.

It was not a market actually..it was a store near Ben thanh area where they were selling helmets as well as electronics. I don't remember the name of the store.
