It is literally 100% more effective to A. give someone another chance B. Train them more C. Give someone a couple more chances and if they keep failing then train them more.

In this case, the “You and I aren’t so different” speech the villain gives every single time wouldn’t be too far fetched, because the protagonist kills all the bad guys’ minions to get to him, and the bad guy kills all of his minions who don’t properly do what the bad guy wants them to do
is funny that anime heroes do this half of the time. and fans just think is ok when they do it but not ok when a villain does it. hard to loot a hero when the hero turns insane for 6 eps. but the hero kills a few people per ep before the insanity kicks in.

In all seriousness, think about it, he would fight the guys, the guys would beat him, but then he'd just come back again. Eventually the subordinates would be so injured from all the previous battles with his past self that they couldn't fight anymore.
Due to the mention of the hero performing 60 attacks on the reinforcement soldier in under a second, we can conclude that this story takes place in some sort of world where people with super human abilities exist, the main villain is perceived by this reinforcement soldier to be able to contest in power with the aforementioned hero, meaning he is also capable of performing 60 attacks in one second, this is reinforced when he kills said reinforcement soldier. Then, it is revealed that he is unable to kill his advisor, and the advisor mentions all the previous times the villain has attempted to kill him. If we allow our belief to be suspended slightly, we can easily assume the villain has tried many other methods of killing his advisor, all of which have failed, we can therefore conclude that the villain's advisor is more powerful than the villain himself, and is most likely playing along for the fun of it, similar to Alastor in Hazbin Hotel.
I think the advisor is just an a defensive villain. He can survive hits but is not able to kill the villain. Its like having high defense that you can't die but low attack you can't kill.

This is always my problem with the dark side in star wars. Like logically you can just join their ranks and start killing all their people, and if anyone questions you just be like "They were weak.". Then you can kill the person who questioned you too because obviously they're weak too. Which I guess is where the rule of 2 comes in, but even then, you're going to need some manpower sometimes, but there's no ideologically consistent way to increase your numbers or train up new recruits.
That's why sith depend heavily on non sith to avoid this issue. That and there trillions of peoples. So you can kill a hundred and never run out as long you can keep enought planets under sith control.
