So what was just described in this video is the foundation of organizational communication and structure. You can have a degree in this field. Its why there are cascading meetings. Pushers meet with lieutenants and then lieutenants meet with K and filter what is important or what they can't handle. You essentially have layers of people with different levels of authority to remove roadblocks for issues that occur.

Vinny needs to only have a couple people with keys or just himself to somewhere that you guys can keep things and then he can fill up the normal spot every morning or etc. And if they don't know about the spot he keeps it then he can just say he's gonna have it grown by morning.. they dont need to know he's got a pile stocked up.
