"Voices from DARPA" Podcast, Episode 79: Integrating ELSI

In this episode, we’ll be taking a deeper dive into ELSI - ethical, legal, and societal implications of new technologies and capabilities - and specific examples of how DARPA programs have incorporated those considerations into their structure.
We’re highlighting three examples of how DARPA integrated ELSI throughout the program lifecycle via the counsel of experts from the medical, scientific, legal, and ethics communities to assist program managers and performers in identifying and mitigating any potential issues.
The first program, out of our Biological Technologies Office, is Safe Genes, which supported force protection and military health and readiness by developing tools and methodologies to control, counter, and even reverse the effects of genome editing-including gene drives-in biological systems across scales.
The second program, Urban Reconnaissance through Supervised Autonomy (URSA) from our Tactical Technology Office (TTO) aimed to enable improved techniques for rapidly discriminating hostile intent and filtering out threats in complex urban environments.
And, finally, the current In the Moment program in our Information Innovation Office (I2O) seeks to identify key attributes underlying trusted human decision-making in dynamic settings and computationally representing those attributes, to generate a quantitative alignment framework for a trusted human decision-maker and an algorithm.

For reverse triage input the macro picture to eliminate the issue of human individual life lost. In other words if we don't win we lose more overall.

I think we're jus being reintroduced to technology we've had, jus like our space stations now, either by war or global catastrophe we were wiped clean...except for a few that were safe in the space stations that returned as gods,hoarding knowledge and keeping control by like the Vatican and Jesuits finding any archeological evidence and hiding it destroying it... jus of the top of my head but someone has the ability to talk in our mind like a Bluetooth without your permission, and for some reason choose to be sadistic and belligerent, the usa and China have patents on this technology over 10yrs ago, 20 years ago they had the ability to play your memories and thoughts on a screen, the only question was if it was ethical and could be use in a court of law, my point is our gov is using citizens and guinea pigs or don't have the ability to stop other countries from using us like guinea pigs

What are the ethical implications of ignoring the very sort of information in which you purport to be interested in favor of focusing only on the usual pipeline of ideas coming from established defense contractors? What about the ethical implications of DARPA accepting project proposals based upon plagiarized ideas such as those found at Collection of Ideas DARA Didnt Want over at the Internet Archive which represents only about half of the body of work of a prolific inventor now entering defense technology into the public domain. DARPA does nothing to identify, recruit, or reward inventors and anyone who proffers information to that particular organization is a fool. At best, you can expect your ideas to be plagiarized, but most likely, your ideas will be dismissed by bureaucrats with Ph.D.s on the basis that they didn't come from a fellow degree-bearer. The U.S. is not committed to winning and I can absolutely guarantee it loses its next major war.

It seems that you are dismissing the basis of epistemology. I agree with you about the fact that bureaucrats have been undermining the development of knowledge-based and intelligence-based strategies to sort the challenges of our time, call them genetic, cognitive, infrastructural, et cetera. You are right when you frame DARPA as a non-top-notch intelligence-based agency. I would rather suggest that it serves as a fishing net for proxy hackers. Perhaps the Georgia Institute of Technology is performing more relevant public tasks than DARPA. Definitely, DARPA is a weird child of the Department of Defense.
