We had this situation where the ref called a double. The ref said that the ball was coming over as a second contact and it's not an attack thus can't consider it as a block. So... Only an attacked ball can be blocked?

I agree that the player was attempting a block and is entitled to the next contact with the ball. Sometimes, players will block the ball into the net and play the ball with a second contact after it rebounds from the net. While this seems like a double, it is not because the first contact was a block that directed the ball into the net. If you have never officiated volleyball, you cannot appreciate how many things to look for during a set. It looks much easier than it is. I've been officiating volleyball for four years, and I'm still learning new things about the rules.

I think there needs to be a signal to indicate how the action has been judged. I hate seeing players have to give a free ball to their opponent, because they just want to be safe… that’s not what happened here, but say a player blocks it into the net, their teammate digs it out, and then the next player isn’t sure if she can set a hitter or not, so everyone just yells “over,” so that they don’t risk getting called for four touches.

That was excellent, thank you. I've been confused for years with respect to the difference between a block and regular hit when the block fails to send the ball back to other side.
