NOTE: TIP 1/2. You do need WD40 for this job to free it up so good it feels like it snapped inside it should be that loose.
TIP 2. Also the PD Engines have Torsion Values and that also needs to be checked.

Your EGR Cooler Actuator might need freeing up so please test this and buy a new EGR cooler soon if yours is stuck as the problem will come back or you can just keep freeing it up until it gets clogged and your problems come back to stay.
