Went there once for work reasons. Not safe at night, there are many scammers, people have bad tempers, especially many shop owners because I am a foreigner (Japanese) so they ask me for more money. And there was no fun place to go, left after staying for three months.
I wouldn’t say it’s not safe there at night. As a foreigner from Poland who lived in UB for 2 years it was fun. A regular person shops in a supermarket where there is no question of overpriced products.
