If they had better outreach and more comprehensive marketing to target consumers, not just B2B. They are in charge of regulating companies but these companies employ regular people who don't understand or care much more than "you're agency wants to kill my job and give me nothing to replace it." It's a bad stance to take in the face of a community that is focused more on providing, right now, for their families, not for the environment of a planet they have no control of.
