Washington spent $37,000 per month caring for foster child, records show

The cost of caring for one foster child at a group home in Kent was $37,000 per month, according to records filed with the Washington state Legislature.
Records show six other foster children who also take a big bite every month out of the state’s foster care budget, with care costs ranging from $17,639 to $31,582 per month.
While those cases are extreme, state Representative Michelle Caldier (R-Port Orchard) says they highlight a dysfunctional foster care system that relies too much on a network of group homes to care for foster children with severe behavioral or medical problems.
“(Group homes) are not good, loving environments. And, unfortunately for a lot of them, they teach children ‘Lord of the Flies’ skills. You know, I’ve seen behaviors get worse,” Caldier said.
Caldier is a long-time foster parent and former foster child herself. www.king5.com/...

The physical , sexual , emotional , mental , financial , educational abuse that happens to EVERY child in the foster "care" system is sickening . The system is broken , it is disgusting and WE , as society allow it to happen and allow it to continue .

Wow that's why they need to STOP TAKING SO MANY CHILDREN . That shouldn't have been. Save the CHILDREN .CHANGE POLICIES TO HELP PROTECT THEM ...NOT THE SOCIAL WORKERS. SADLY THEY ARE THE ONLY ONES PROTECTED.

Kids always thrive better in foster homes compared to alone in an apartment or in group homes. We need more trained foster and adoption parents. Motels seems like poor use of funds

I am a survivor of attachment therapy. I was a ward of the state of Washington for 16 years. I was diagnosed RAD at 6 and was in therapy until I finally escaped by running away at the age of 14. They used forced restraint, food control, physical and verbal abuse, sleep deprivation, forced indoctrination, confusion, isolation along with many other barbaric techniques. When I turned 17 I had a child and they took her even against psychiatrist recommendation. They also took the child I had a year and a half later. I did have another child many years later and was able to fight them and won when they tried to take her too. I was also deprived of an education or any future planning and removed at 18 from my ward status with nothing. While I had mental issues the way to help me form attachment or to teach me how to trust was not to spend the whole of my childhood terrorizing me on every level they could think possible. This diagnosis is an excuse for sadistic therapist to torture/break children and traffic them . It has taken me most of my natural life to try heal what they did to me in the name of mental health. I found out recently that this method is still wildly practiced and I want to find a way to stop it. There have been deaths from this practice as recently as 2020. Today I am 42 and I still struggle but I am a survivor. I would be happy to talk to someone about my story as I have a pretty extensive case history and was one of the first on my state. My case set presidence for how these cases are delt with in Washington state today.

Sorry to contradict but some of those kids will try and kill you - so, happy, supportive, loving foster homes for some is a crazy idea. There are some kids that will destroy a foster family emotionally, physically AND financially. Where do they go when love isn't enough? Because without knowing details I assume THESE are the kids they are referring to.

Do not ever have children. Don't have foster children do not reproduce. Children in foster care are suffering from pain they don't know what it's like to grow up in a loving home. Did you have your mother and father with you then you should be grateful and not judge others. I grew up in foster care I didn't try to kill anybody. So you're ugly attitude towards children really needs to change. You're taking something that you may have had for granted. Maybe you weren't raised by your parents but we able to stay with your family? These children act up out of anger out of pain out of loss. Why can't you empathize with that?

@@Catnipfumar I was a foster child as well. I became a mental health therapist as an adult with twenty years of experience working with children in foster care. Unfortunately, this person’s comment was not wrong. After years of abuse from their only families as well as being bounced from probably abusive foster home to foster home some kids can’t emotionally cope. As teenagers this acting out through violence is no longer manageable by a typical in family foster home. If we don’t provide mental health treatment, including intensive inpatient care, these kids will only go straight from foster care to the prison system. I, like you, experienced abuse and exploitation while in foster care. But try not to let your trauma and related emotionality blind you from the truth of these cases. I can’t tell you how many times my clients have ended up homeless and in inappropriate group homes because there is no longer budget for long term mental health treatment. And don’t forget that these are the same children who prey on all the rest in the home. I had one client who sexually offended against thirty, that’s right, THIRTY other foster care children not because he wasn’t clearly identified as an offender (in fact, he would readily admit it) but because the foster care system had no where else to put him. And if he hadn’t have ended up in juvenile detention I think he would have killed someone in his home.

@@Catnipfumar One assumes that you were a child who was able to survive , grow, and mature despite the terrible challenges you faced. Not all children have these capabilities. They need more help and supervision. We cannot judge but we can assess them and provide for their needs on a case by case basis.

I question whether anyone can provide the type of mental health care and treatment needed in a routine foster home. Care for these severely damaged kids costs hundreds to thousands of dollars per day just to keep them safe. I think this woman needs to work in a psychiatric setting with this type of child before she judges the capabilities to care for them cheaply.

@@susanbergman9765 I can fully staff a home 24/7 for a lot less than thousands per day. If that is the best the state or its providers can do, the state needs as much outside help as the kids do. The reason the alliance of these institutions opposed the re-prioritizing proposed in the bill is that they know exactly where their bread is being buttered that thickly. Even providing full care, private homes would outcompete their institutions in a heartbeat.

@@ReflectedMiles As a psychiatric nurse I have worked in child and adolescent facilities, with a ratio of at times 1 to 4, I have dealt with violent and self harming kids. Private homes might work for some but for others the facility has to be specially designed. Children with severe health problems often fall into these groups requiring special medications, treatments. and provider visits. Part of the problem with group homes is that they don't pay their workers a living wage and while many workers are caring and dedicated they are easily burned out. If you can provide for all the specialized needs of these children on a limited budget, I commend you, believe me. Please do provide this care in a home setting. The state of Washington has been far behind in providing mental health care to its residents for years. If you can provide this service , go for it.

Severely mentally ill children sometimes need more 1 to 1 supervision. Self-harming children are dangerous to themselves. It takes more than "love." to preserve these children. It takes lots of staff to protect them and this is costly. If this woman provides this types of care for these types of children, my thinking is that she must have staff to help her and that can be costly. What you are providing is not just foster care; it is mental health care and treatment which costs more than the amounts noted. Specially trained and educated staff are needed not just well meaning adults.

Do you even understand what you just said? Did you watch the news story?? Those kinds of kids ARE in a facility, it's called a group home - where they are getting what you call "psychiatric care" - as you called it -that's why they're there. And Susan is 100% right- Rep Caldier speaks as though she assumes every foster parent out there is just as amazing as she is. Which I wouldn't doubt that - she very well may be a great foster placement. But to ignore the fact that bad people exist out in the world who actively pray on our mostly vulnerable , is more that a simple act of naivete - she's endangering those poor kids, by trying to remove one of the only resources out there that are protecting them. It's shameful.
