I registered my Kayak as a motorcycle by attaching 2 wheels to the bottom 😎👍

I was told by department of transportation that as long as you have a trolling motor over 10 lb thrust it needs to be registered. And does not matter if you are using your trolling motor in a pond , you need it . If not and you get inspected , its your ticket . I am a Idaho , So mine is registered in Idaho , also my boaters education is Idaho . I do not need to change anything else unless I take the kayak out over 60 days in Washington . Also you need fire extinguisher , clear light and pfd of course . Since I am registered in Idaho , I do not have to worry about wa unless I fish over 60 days a year .

Federal Navigable waters would include the Columbia river. The Puget Sound is Federal Waters. Pretty much any major river in US. Also any river owned (land) by US. Coast Guard would be the ones who would cite you but normally give warnings.

One of the things that sparked my interest in doing this video was the fact that a lot of people had different ideas about definitions. I agree with you on your assertion of the waterways you listed but where are those waters defined exactly? where would someone find the legal definition of "Federally Navigable Waters". This is where my research fell short the things I found seem to be very vague and that's probably why enforcement groups give out warnings because the law is not well defined.

@7:28 The requirement for less than 250 watts or less than 10MPH is listed in the RCW at item (15). I have a 12.5' fishing kayak and I'm thinking of getting a 55lb thrust electric motor. I'm still not registering my kayak in WA state as I don't believe I meet the requirements of over 16' and or 10 MPH or more. My guess is the people your friend asked about all that, are state employees, not federal. I've never met federal fish and wildlife police. I'll take my chances. After trying to register a trailer I put together, I can't imagine the hoops one would need to go through to register their kayak. I have no manufacturers certificate of origin for my kayak to begin with, so I have no basis to even start the paperwork needed.

Given that the state regs stipulate "Federally navigable water" I suspect any state enforcement officer could/would write you the ticket. Now unless the agencies decide to focus on the topic most officers may not know or think about it s it's an understandable reasonable risk to take.

If I don't have a motor (just a pedal drive), BUT I go out on the puget sound (definitely federal waters), does it need to be registered?

Nope Registration only applies to motorized boats. All human propelled boats are not required to be registered.
