It seemed to me, like the guy wanted her to win, but the lady is the one that stopped it. Why did he ask her about it? Does she have clear the winners because she owns it or what? Anyway, I think the guy was okay, how can he argue with the boss and possibly lose his job? Anger is directed at the wrong person by some, I feel. It was all the blond lady.

i guess the dart can't touch the black outline it has to be perfectly center one out of a 1000 chance ctr is64th of a inch away impossible shot

It seems that she made the impossible shot. And, the Carnie is quick to take the dart away as soon as he and his boss see it is a winner. To me, she was unquestionably cheated. These hucksters are a scam from the get go. Thanks for watching and even more thanks for your comet.
