Something similar happened to my father back around 1970. When he left his job he noticed a dog in a hot car in the parking lot. Other people passing by noticed the same thing. My father went back into the building to call the building's owners who said call the police which my dad did and went back outside. Several people were outside at this point. The police took too long to arrive so the crowd decided to smash a window. They opened the car door and the large dog inside fell out onto the pavement gasping and foaming at the mouth. Unfortunately, the dog passed away on the pavement.

Don't try this at home. Seriously this dude is a vandal not a hero. Call a locksmith or the police and they will open the door for you it is insanely easy to open the door to a locked car.
