It is. The baseline will be tied to the contract. The bid schedule is for selection only.

I would say one. And that means the one the team can accurately use.

Hey Jason, you mentioned having a team to ensure schedules are decent but how do you create a schedule if you don't have a full support staff? Is there databases or resources that can assist in this?

I am unaware of one. You can have Elevate help you or you can grab some eyes from other projects.
