He is that, but these events sound a lot like canon Hazama history, or I guess Kazuma. Only bullying full blown weebs is too picky to be Terumi, and the characters Hazama personally dislikes more than Terumi does fall more into the weeb bin. Trinity is a storm of magical girl tropes as Platinum, Relius goes around everywhere in a mask and cape while posing like a Jojo character, and Makoto is literally a horny furry. Kazuma actually was the quiet kid at the mage academy who only much later realized he's a sociopath with maso-sadistic tendencies. Even the way he broke himself and Terumi out of Nine's Mind Eater spell was by targetting the popular girl, Trinity, and manipulating her into releasing them by pretending to be the quiet nice kid she thought he was back in school.
Feel like hakumen got picked by everyone but everytime he got picked he launched a comeback so destructive it made them respect him, so he's in the bully, the very likely and the well respected

Susanoo is just a nickname for when Terumi actually genuinely gets mad at someone, he starts speaking Japanese, and the next thing you know, your leg is broken, you're on the ground, and Susanoo is stomping you out like you're a roach in his bathroom.
You can call Hibiki a femboy, but submissive? Hibiki is the submissive one? That boy makes Kagura *quake* in his boots in every cutscene they interact in. Hazama is cool with everyone but instigates fights because it's funny. Susano, Relius, and Terumi have a group chat where they plan minor acts of terror on the school like fire crackers in all the toilets or greasing the stairs.
