Oracle will only provide security patches for the latest Oracle OpenJDK for the first 6 months. After that, you have to upgrade to the latest version of Oracle OpenJDK to continue receiving security fixes for OpenJDK. Summary?
- Free JDK, Security Fixes, Upgrade every 6 months? latest AdoptOpenJDK or Oracle OpenJDK
- Free JDK, Security Fixes, upgrade as you want? Use AdoptOpenJDK 11
- Paid JDK, Security Fixes, upgrade with Oracle? Pay for Oracle JDK.
The point? You don't have to pay to use the JDK. There are free versions from trusted vendors!

Yes. You can use OpenJDK 13 in development and production environments. The question you will need to ask is whether or not the organization in question is comfortable updating the JVM version every 6 months, or, if you fall behind the release cadence, are you okay without security patches/ Oracle support? I can't answer these questions for you unfortunately. Hope it helps!
